WASHINGTON, D.C. - Congressman Brett Guthrie (KY-02), released the following statement after voting for numerous House Republican bills and resolutions this week in support of our greatest ally in the Middle East, Israel: “This week I was honored to stand with my House Republican colleagues in support of America’s greatest ally in the Middle East, Israel. Over the weekend Israel was attacked, yet again, in an unprecedented fashion by the Iranian regime. After President Biden removed Iranian backed terror groups from the terror watchlist, he enabled these groups, like the Houthis, to gain strength, only to the detriment of our allies in the region. Under Republican leadership, the House voted to reaffirm our commitment to Israel, sanction Iran, and send critical aid to the Israeli people. I was proud to support these measures and believe we must continue to stand with our neighbors in Israel as they defend their homeland from those who wish to completely eliminate the Jewish state,” said Congressman Guthrie. Background House Republicans passed a number of bills this week to support the Israeli people in light of recent attacks both by Iran and Hamas terrorists. These include:
o This expands secondary sanctions involving Iran to cover all transactions between Chinese financial institutions and sanctioned Iranian banks that transact for the purchase of petroleum and petroleum products.
o This resolution condemns Iran’s recent attacks on Israel, reaffirms and supports Israel’s right to self-defense, and urges full enforcement of the United States’ sanctions and export controls against Iran.
o This requires Iran to have ceased support for acts of international terrorism as a condition for the President to waive secondary sanctions imposed with respect to the country. Also provides for a congressional review process for national security interest waivers (issued by OFAC) of these sanctions. - Secondary sanctions are economic tools imposed to restrict third-party transactions that non-U.S. persons conduct with foreign targets subject to primary sanctions. - Secondary sanctions require non-U.S. persons to adhere to U.S. sanctions if they wish to do business with/in the U.S.
o This legislation establishes a review period for Congress to examine executive actions that ease or waive sanctions on Iran. o The bill requires the President to submit a report to Congress detailing the administration’s proposed action and how it affects the United States’ national security and foreign policy interests in relation to Iran. o It also establishes expedited legislative procedures by which both chambers of Congress may pass a joint approval or disapproval resolution allowing or prohibiting the President’s actions with respect to Iran.
