Guthrie Votes to Protect Taxpayer Rights, Bring Transparency to IRS

Today marks one of the most dreaded days of the year for Americans – Tax Day. With our incredibly long and complex tax code, it is imperative that taxpayers know their rights and have the necessary assistance when filing their taxes each year, said Congressman Guthrie.

Washington, DC– This week, Congressman Brett Guthrie (KY-02) voted in support of legislation to protect the rights of taxpayers and restore accountability and transparency at the Internal Revenue Service (IRS).

“Today marks one of the most dreaded days of the year for Americans – Tax Day,” said Congressman Guthrie.  “With our incredibly long and complex tax code, it is imperative that taxpayers know their rights and have the necessary assistance when filing their taxes each year.”

The House passed H.R. 1058, the Taxpayer Bill of Rights Act of 2015, which will require IRS employees be familiar with and act in accordance with taxpayer rights.  These include the rights to: be informed and assisted, pay no more than the correct amount due, to an appeal, to privacy and confidentiality, and to a fair and just tax system.

Also considered this week in the House were multiple bills aimed to ensure fairness and transparency at the IRS. Among those were: H.R. 1152, the IRS Email Transparency Act; H.R. 1026, the Taxpayer Knowledge of IRS Investigations Act; H.R. 1295, the IRS Bureaucracy Reduction and Judicial Review Act and H.R. 709, the Prevent Targeting at the IRS Act.

H.R. 1152 will prevent any IRS employee from using a personal email address to conduct official business.  H.R. 709 will expand existing grounds for terminating an IRS employee to include performing an official action with the intention of personal or political gain.
“Oversight is one of Congress’s greatest roles.  As we continue to investigate the IRS for targeting groups and individuals based on their political views, this week’s votes will help correct any wrongdoing by the agency and protect American taxpayers,” added Congressman Guthrie.
