WASHINGTON, D.C. – Congressman Brett Guthrie (KY-02) issued the following statement following the House passage of H.R. 8800, the National Defense Authorization Act, FY2027 (NDAA). This legislation would authorize $1.15 trillion in discretionary defense spending, matching President Trump’s presidential budget request. At its core, this NDAA focuses on reinvigorating America’s defense industrial base to ensure our troops can continue to keep our country safe. 

“As a graduate of West Point and former officer in the U.S. Army, I am proud to support this year’s NDAA, which ensures America’s heroes have the tools and support necessary to carry out their mission,” said Congressman Guthrie. “This legislation unleashes America’s private defense manufacturing capabilities and invests in much-needed quality of life improvements for our servicemembers. This bill is a win for our military and national security, plain and simple.”

Background:

H.R. 8800, the National Defense Authorization Act, FY2027:

• Authorizes $1.15 trillion in total defense discretionary spending, including:
  • $258 billion for procurement of new equipment
  • $219 billion for research, development, test, & evaluation 
  • $247 billion for military personnel & health
  • $338 billion for operation & maintenance
  • $28 billion for military construction & military family housing
  • $41 towards defense nuclear programs
• Provides a 5% to 7% pay raise to all servicemembers. 
• Directs targeted resources to strengthen nuclear deterrence, expand missile defense, and counter threats from our adversaries such as China, Russia, Iran, and North Korea.
• Makes statutory reforms to expand domestic defense manufacturing and reinvigorate our defense industrial base. 
• Authorizes almost $1 billion to counter drug trafficking and grants the National Guard the authority to procure equipment for counter-narcotics and drug interdiction operations.
