Guthrie’s Votes in Favor of Republicans’ American Energy Independence Agenda

WASHINGTON, D.C. - Congressman Brett Guthrie (KY-02), a senior member of the House Energy & Commerce Committee, released the following statement after voting for House Republicans Energy Week Agenda including Rep. Gary Palmer’s H.R. 1023 - Cutting Green Corruption and Taxes Act, Rep. Dan Newhouse’s H. Res. 987 - Denouncing the harmful, anti-American energy policies of the Biden administration, and Rep. Jeff Duncan’s H.R. 1121 - Protecting American Energy Production Act:

“This week I was honored to stand with my House Republican colleagues in support of American energy independence and lowering energy costs for everyday Americans. Under the Biden administration, prices at the pump hit a nationwide record of five dollars. Gas prices across Kentucky are still above three dollars per gallon, nearly a dollar higher than they were when Biden took office. House Republicans are working hard to provide commonsense solutions to bring down energy costs. This week Republicans worked to cut Biden’s EPA Green New Deal slush fund and harmful tax on natural gas. We also reaffirmed our commitment to H.R. 1 the Lower Energy Costs Act, which will implement permitting reform to help boost American energy production that is some of the cleanest in the world. I am committed to ensuring Kentuckians and Americans across the nation have access to affordable, reliable, American-made energy,” said Congressman Guthrie.

 

Background

This week the House of Representatives passed numerous bill highlighting their commitment to lowering energy costs for everyday Americans. Three of such bills from the House Energy & Commerce Committee include:

  • H.R. 1023 - Cutting Green Corruption and Taxes Act by Rep. Gary Palmer (AL-06)

o   This bill repeals and rescinds the EPA’s $27-billion Greenhouse Gas Reduction Fund. Eliminating the EPA’s green bank slush fund will reduce the budget deficit, protect against government corruption, and stop China from receiving American taxpayer dollars.

o   Currently American taxpayer dollars will be wasted on risky investments through the Greenhouse Gas Reduction Fund (GGRF). Qualified projects under the program must meet a requirement that, without assistance from the green bank, may have not otherwise been financed. The EPA is setting up a scheme to give most of the money from the GGRF to a small number of special interest groups, who will then make awards to applicants. This increases the likelihood of waste, fraud, and abuse, and prevents the Biden administration’s EPA from being held accountable.

o   This bill helps to repeal the EPA’s capacity to send these American taxpayer funds from being wasted or going to our foreign adversaries.

o   It also repeals the EPA’s proposed natural gas tax, which would increase energy costs for Americans and undermine the U.S. manufacturing resurgence.

 

  • H. Res. 987 - Denouncing the harmful, anti-American energy policies of the Biden administration by Rep. Dan Newhouse (WA-04).

o   This bill condemns the anti-American energy policies of the Biden administration that have jeopardized our grid security, caused the cost of living to skyrocket, and forced America to be dependent on foreign entities and adversaries.

o   The Biden administration has proposed and finalized regulations that increase the cost of energy for American families, hamper domestic production of energy, and increase reliance on foreign adversaries, like China, for our energy needs.

o   This administration’s actions to undercut American energy have forced the United States to depend on other countries to supply our energy needs and have caused rolling blackouts across the country, including Kentucky. This is dangerous to both our energy security and our national security.

  • H.R. 1121 - Protecting American Energy Production Act by Rep. Jeff Duncan (SC-03).

o   This bill prevents any president from unilaterally banning hydraulic fracturing and expresses a Sense of Congress that states should regulate hydraulic fracturing on state and private lands.

o   Hydraulic fracturing (fracking) has had a transformative impact on the U.S. economy, positioning the U.S. as the world's leading producer of natural gas and oil.

o   During the 2020 campaign, then candidate Biden promised to ban fracking.

o   The Obama administration attempted to regulate hydraulic fracturing in a proposed rulemaking in 2015 before the courts threw out the action due to the Department of the Interior’s lack of statuary’s authority to regulate the industry.
