Guthrie votes to repeal 1099 reporting requirement in Health Care Law

Washington, DC – Congressman Brett Guthrie (KY-02) voted in favor of H.R. 4 - the Small Business Paperwork Mandate Elimination Act of 2011, which repeals the 1099 reporting provision contained within the new health care law, on Thursday, March 3, 2011.

Congressman Guthrie said that while traveling throughout the district over the past year, he met numerous businesses who are extremely concerned about this provision.

“The health care bill that was signed into law last year spends over a trillion dollars and appeared to empower federal bureaucrats more than it did America’s small businesses,” Congressman Guthrie said. “H.R. 4 repeals this burdensome provision, continuing Congress’ goal to support small businesses and spur economic growth, not saddle them with more hoops to jump through.”

This new requirement will impose a huge burden on small businesses at a time when they should be focused on expansion and creating jobs.

“We are committed to job creation and encouraging small businesses and entrepreneurs, and this is just another step toward that commitment,” Congressman Guthrie said.

The legislation, which passed the House today, will now move to the Senate for consideration.

BACKGROUND: The 1099 reporting provision contained within the new health care law requires businesses to issue a Form 1099 for any payments that exceed $600 per year per payee. H.R. 4 includes the repeal of this provision.
