Dear Friends,
It is my great honor to continue to represent you in Washington, fighting for our shared values. In my first year as Chairman of the House Committee on Energy and Commerce, I have worked with President Trump to lower taxes, bolster American energy dominance, strengthen our federal health care programs, secure our border, and so much more.
I’m looking forward to continuing my efforts on your behalf throughout the next year to lower costs for hardworking families, improve health care, and keep Americans safe in our communities. Let me know below what issue you’d like to see Congress tackle most in 2026.

As your Congressman, I believe that one of my most important roles is to help Kentuckians navigate issues they are having with the federal government. Over the course of the year, I am proud that my office was able to help over 920 constituents with casework, recovering over $20.45 million in the process.
If you or someone you know needs help with the federal government, my office might be able to help. For assistance, call (270) 842-9896 or fill out the form here.

As your representative in Congress, I can’t do my job well without receiving input about the issues that matter most to you. This year, my office responded to nearly 60,000 constituent inquiries. Writing or calling in to my office helps keep me informed about where Kentucky’s Second District stands on specific issues. To let me know what you think, you can call (202) 225-3501 or fill out the form here.

Early in the year, Congressional Republicans quickly got to work to address the impending expiration of the 2017 Tax Cuts and Jobs Act tax code. Without action, the average Kentucky family faced a 25% tax increase, according to the Ways and Means Committee Majority.
|
Partnering with President Trump, our Republican majority passed the Working Families Tax Cuts, preventing the above tax increase. This legislation also included the elimination of taxes on tips and overtime. We also cut taxes on seniors’ Social Security benefits. In fact, according to the White House, our bill eliminated taxes on Social Security for 88% of recipients!
I believe Kentucky families know how to better spend their money than bureaucrats in Washington. I am proud of the work our Republican majority accomplished to secure these tax cuts.

As Chairman of the House Committee on Energy and Commerce, I have led the charge to unleash American energy and guarantee Americans’ access to affordable and reliable energy.
|
Over the course of 2025, our committee passed numerous pieces of legislation to secure energy dominance. - Eliminated radical environmental policies that lowered energy output and raised prices
- Voted to refill the Strategic Petroleum Reserve, bolstering our national security
- Streamlined the permitting process to jumpstart new energy production
Unleashing America’s energy dominance isn’t just a smart policy decision; it’s a national security measure!

If you’ve followed politics at all in the past 15 years, the issue of health care has, and continues to be, top of mind for all Americans. As Chairman of the House Committee on Energy and Commerce, I oversee the committee that has jurisdiction over health care policy. Take a look at some of what we were up to this year.
|
I am proud to announce that, after working throughout the year to get my SUPPORT for Patients and Communities Reauthorization Act passed, President Trump signed it into law in December. This bipartisan bill reauthorizes key public health programs that help those struggling with substance use disorder access treatment and recovery programs. Congress also passed the Halt Fentanyl Act, which was signed into law, giving law enforcement the ability to further crack down on the distribution of fentanyl.
My committee was also tasked with developing the House framework to strengthen Medicaid for the most vulnerable in our society. Our bill ensures Medicaid is there for those who need it most: mothers, children, seniors, and people with disabilities. To do this, we eliminated waste, fraud, and abuse in the program by removing ineligible and deceased enrollees and instituting commonsense community engagement requirements for able-bodied individuals who choose not to work.
|
Last but not least, the House passed the Lower Health Care Premiums for All Americans Act, which includes several health care provisions that would provide an 11% reduction in health care premiums according to the nonpartisan Congressional Budget Office and expand options for small businesses, making it easier to provide high-quality health insurance options for their employees.
|
In the past year, Congress has passed legislation to reassert America as a deterrent on the world stage and prioritize peace through strength.
|
Every year, Congress passes the National Defense Authorization Act (NDAA) to outline defense policies and authorize new projects. This year, our NDAA secured a much-needed shift in America’s military posture by authorizing over $900 billion in funding towards programs to revitalize our military industrial capacity and put our servicemembers first.
Additionally, as a part of the Military Construction and Veterans Affairs Appropriations process, Congress allocated more than $60 million for projects in Kentucky, ensuring our Commonwealth remains at the forefront of our national security.
|
Our district is home to a large agricultural industry, which has had a tough year due to recent trade market disruptions and continued increased production costs from the Biden Administration's policies.
As a part of the Working Families Tax Cuts, I voted for a $56 billion investment in commodity programs, improving the bottom line for our nation’s crop farmers, and a $6 billion investment in the crop insurance program to make coverage more affordable.
Additionally, as Chairman of the House Committee on Energy and Commerce, I have been working to streamline the permitting process to deploy rural broadband in our communities.
|
As a grandparent to young children, I, like so many families, am concerned about the dangers children face on the internet. Early in the year, I helped to champion the TAKE IT DOWN Act, which was signed into law in May.
|
The TAKE IT DOWN Act establishes recourse to protect victims of real and deepfake ‘revenge pornography’ on the internet. This bill passed both the House and Senate with overwhelming support and was the result of incredible bipartisan teamwork. I am grateful to all my colleagues for joining together to do what is right.
But our work isn’t over yet. The House Committee on Energy and Commerce has advanced nearly 2 dozen online safety bills to empower parents and protect children online. Stay tuned in the new year as we continue to work on this important legislation.
|
If there is ever anything I can do to assist you, please do not hesitate to reach out. Thank you for the trust you have placed in me to continue to serve you for these past years. From my family to yours, Happy New Year!

Sincerely,
|
