Brett's Bulletin: Lowering Health Care Costs and Supporting Communities Across Kentucky

 
 

Dear Friends,

It has been a productive few weeks in Washington and across Kentucky. In just the last several weeks, I worked with my colleagues to pass my bill, H.R. 4531, the SUPPORT for Patients and Communities Reauthorization Act, on the House of Representatives floor. I also helped pass another bill, the Lower Costs, More Transparency Act, which  I was a lead cosponsor of and I led from my position as Chair of the Energy and Commerce Committee’s Health Subcommittee. Through these two key pieces of legislation and my countless meetings with Kentuckians from across our district and Commonwealth, I am working to deliver on your calls for lower health care costs and solutions to address the overdose crisis. These bills will help provide both treatment options for those fighting substance use disorder and lower the costs at the pharmacy counter for everyday Kentuckians. I look forward to seeing more of you and your families around the Second District in the coming weeks, and I hope you and your family have a wonderful Christmas season.

Passed Landmark SUPPORT Act to Help those with Substance Use Disorder Across the Commonwealth

On December 12, I was pleased the landmark legislation I introduced, H.R. 4531, the Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment (SUPPORT) for Patients and Communities Reauthorization Act, passed the House of Representatives with overwhelming bipartisan support.

This key bill works to end the drug overdose epidemic by authorizing funding for treatment and recovery support services to communities across Kentucky and the nation that are grappling with the the tragic overdose crisis that is being made worse by our open Southern Border.

This bill is an important opportunity to build on the work that House Republicans did in 2018 by stopping the flow of illicit opioids, providing greater access to treatment services for vulnerable populations, and providing access to services that promote long-term recovery, like career training and peer to peer counseling. I am confident that this reauthorization bill will help stem the tide of this epidemic and save thousands of lives across the Commonwealth and the United States.

Working to Lower Health Care Costs for all Kentuckians

On December 11, H.R. 5378, the Lower Costs, More Transparency Act, which I helped lead from the Health Subcommittee, passed the House of Representatives with over 300 votes. This crucial bill helps to fulfill a promise I made from my first day as Health Chairman, to make health care more affordable.

By empowering patients to know the true costs of care we can make the health care system work better for patients, especially our seniors. This will allow both patients and employers that provide health benefits to their employees to more efficiently shop around for care and make informed decisions for their health care needs.

This legislation will also help reveal the real costs you are paying at the pharmacy, by requiring pharmacy benefit managers (PBMs) to disclose negotiated discounts and other fees they charge employers. This information will help employers know about other effective and lower cost medications, such as generic drugs, that they could cover under employee health plans to help lower prescription drug spending. This can drive real change to lower the costs of prescription medications for hard-working Kentuckians.

Additionally, this legislation helps to expand access to generic drugs, which will help ensure patients can maintain access to cheaper, life-saving medications. I am now working with Energy and Commerce Committee Chair Cathy McMorris Rodgers to ensure that the Senate takes up this legislation so it becomes a law and everyday Kentuckians can see the benefits of this landmark legislation.
