Dear Friends, 2024 is in full swing, with House Republicans ready to hit the ground running to deliver for the American people with common-sense solutions. 2023 Legislative Achievements
|
This past year, I was pleased to sponsor or co-sponsor 117 bills, introduced in the House, that will help deliver real solutions to issues facing Kentuckians and Americans across the nation. I was proud to introduce 22 bills, with 3 pieces of legislation passing the House of Representatives in 2023. I am working hard on your behalf to pass legislation to provide solutions to issues you face in your everyday life.

Pandemic is Over Act In January, my bill, H.R. 382, the Pandemic is Over Act, passed the House of Representatives. This bill would require the Biden administration to immediately terminate the COVID-19 Public Health Emergency immediately. Pressure from the bill caused President Biden to take this action. It was long overdue to rescind the perpetual state of emergency, while keeping in place the essential Title 42 that was helping Border Patrol agents control the border. I was proud to lead the effort to rescind President Biden’s remaining emergency powers from the COVID-19 pandemic and take an important step toward restoring accountability in Washington.
Protecting American Energy Exports In March, H.Con.Res. 17, which I introduced to help reinstate American energy dominance, was passed as part of HR 1, the Lower Energy Costs Act, on the House floor. This resolution opposes reinstating a ban on crude oil and petroleum product exports. My resolution reaffirms the decision Congress made on a bipartisan basis in 2015 to allow U.S. crude oil exports, which contributed to America becoming a global energy superpower and created new jobs as well as economic opportunity across the nation. Protecting American energy independence is crucial to bringing down high gas prices, and ensuring Kentucky remains at the forefront of the energy sector while also protecting our national security interests.
Supporting Those Suffering from Substance-Use Disorder In December, my bill, H.R. 4531, the Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment (SUPPORT) for Patients and Communities Reauthorization Act, passed the House of Representatives. The United States has lost more than 200,000 Americans in 2021 and 2022 due to drug overdoses and fentanyl poisonings. This bill provides funding to communities across the Commonwealth and the nation that are grappling with the consequences of the overdose epidemic that was exacerbated by the COVID-19 pandemic. I am confident that this bill can help save lives by preventing future overdoses and providing access to immediate and long-term care recovery services for those seeking help overcoming substance use disorder.

2023 Roundtables This year, I held roundtables to identify ways to bring our shared values to the floors of Congress. I focused on bringing members of the community together and participating in discussions on how to stop the flow of illicit drugs, like deadly fentanyl, from coming into our communities, reduce drug overdose deaths, and provide access to treatment and recovery support services for those seeking to overcome their substance-use disorder. In August, I held a substance-use disorder roundtable in Elizabethtown with community leaders on the reauthorization of the SUPPORT Act. As Chair of the Energy and Commerce’s Subcommittee on Health, I have heard and read too many tragic stories from families across the Commonwealth and the country who have lost loved ones due to drug overdose. I was glad to hear from leaders in our community, including the Kentucky Office of Drug Control Policy, about how my SUPPORT Act will help individuals, families, and health care providers throughout Kentucky continue to address the overdose crisis, as well as how we can work together to prevent opioid overdose deaths across the Second District. In September, I held a roundtable with law enforcement officials from Western Kentucky to discuss the overdose crisis and the tools law enforcement need to keep illicit drugs off our streets. In Kentucky alone, illicit fentanyl poisonings have contributed to over 70% of all drug overdose deaths from 2020-2022. That’s why it was important for me to gather law enforcement officials that are on the frontlines of this battle. As Chairman of the House Energy and Commerce Committee Subcommittee on Health, I have worked to provide law enforcement with the tools they need to prevent overdose deaths from occurring entirely. I look forward to our continued partnership with state, local, and federal law enforcement to ensure we end this crisis once and for all. With rising numbers of illegal immigrants crossing our Southern border each month and 51,000 pounds of illicit fentanyl entering our country since January 2021, I am committed to controlling the Southern border. Beyond working with local law enforcement, I was proud to work with House Republicans to pass H.R.2, the Secure the Border Act, out of the House which will provide Border Patrol with the resources they need to regain operational control of our Southern border.
