I wanted to take a moment to update you about two of my bills that were recently signed into law. The first is the Sports Medicine Licensure Clarity Act, which was signed into law by President Trump on October 5th.
I introduced the Sports Medicine Licensure Clarity Act to provide legal protection for sports medicine professionals who cross state lines with their high school, college, or professional teams. These sports medicine professionals - such as physical therapists, physicians, or athletic trainers - are licensed in their home state but previously had to obtain a license in each of the other states in which their teams participate. After passage of the Sports Medicine Licensure Clarity Act, they now only need to carry their home state license in order to provide care for athletes competing across state lines.
If you have a child who plays on a youth or college sports team that travels, the Sports Medicine Licensure Clarity Act could help them receive better care during their games. This bill received broad bipartisan support in the House and Senate, and I was proud to see President Trump sign it into law earlier this month.
The Sports Medicine Licensure Clarity Act will help physical therapists like those at KORT in Bardstown. I visited them earlier this month to tell them about my bill.
President Trump also recently signed my bill to reauthorize the National Center for Missing and Exploited Children (NCMEC) into law. Sadly, last year NCMEC received more than 27,000 reports of missing children. This legislation updates programming at NCMEC to reflect the latest research and technology, and it ensures continued federal support of efforts by state and local entities to recover missing and exploited children. Some of you may be interested to learn that I recently cosponsored the Equal Treatment of Public Servants Act. This bill will help certain public servants who also pay into Social Security in addition to a state pension. Over the past two weeks, I have enjoyed the chance to meet with Second District residents to get their feedback on a number of issues facing the Commonwealth and our nation. As chairman of the Workforce Development Subcommittee, I have appreciated hearing from both employers and employees about how to best help Kentuckians find jobs. My bill, the APPRENTICE Act, will expand apprenticeship opportunities - one way to help people learn skills for available jobs.
I visited Ken-Tron Manufacturing in Owensboro on October 5th, National Manufacturing Day. Manufacturing employs over 250,000 Kentuckians, and as chairman of the Workforce Development Subcommittee, I think it is important to help people learn new skills to get these great jobs.
One of my top priorities as a member of the Communications and Technology Subcommittee is expanding cellular and internet service in rural parts of the Second District. Expanding service will help attract businesses and residents to the Second District. I was grateful that Federal Communications Commission (FCC) Commissioner Mike O'Rielly took the time to visit the Second District with me to hear directly from stakeholders about what more can be done to expand service.
Commissioner O'Rielly and I had the opportunity to visit Bluegrass Cellular in Elizabethtown.
