Dear Friends,
Over the past two weeks, the House has quickly gotten to work to deliver lower costs, unleash American energy, and responsibly fund the government.
Before we get started, I want to highlight an upcoming hearing the House Committee on Energy and Commerce will be conducting next week. One of the most pressing issues facing the American people today is the increasing cost of health care. As Chairman of the committee that oversees the majority of health care policy in the House, I am committed to working to develop policies that lower costs for Americans and improve care.
That’s why I announced a hearing on Thursday, January 22, inviting top health insurance CEOs to testify about why health care costs continue to rise. I am looking forward to this hearing and am eager to continue working to make health care more affordable for the American people. More information about this hearing can be found here.
And now on to the latest edition of Brett’s Bulletin.

Delivering Results for the Second District During our first week back in Washington, the House hit the ground running and continued our work to pass appropriations bills to fund the government. H.R. 6938, the Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act recently passed both the House and the Senate, and will hopefully soon be signed into law.
I’m proud to report that this bill includes $13.9 million in funding for local projects across Kentucky’s Second District. This includes funding for projects to improve water infrastructure for communities in Bullitt, Hardin, Muhlenberg, Edmonson, and Logan counties. It also helps sheriff’s departments in Daviess, Warren, and Barren counties purchase critical new equipment to keep Kentuckians safe.
This legislation also includes funding to counter the opioid epidemic, unleash our nation’s vast energy potential, support our hardworking law enforcement officers, and modernize our nuclear arsenal. You can learn more about this bill here.

Delivering President Trump's Foreign Policy Agenda The House also voted to pass a two-bill appropriations package that will codify President Trump’s foreign policy agenda, refocus the priorities of the federal government to rein in Washington’s bureaucracy, crack down on the sale and trafficking of deadly illegal drugs, and ensure the government actually works for the American people.
This bill delivers on Republicans’ commitment to eliminate waste, fraud, and abuse in government and keep Americans safe. You can learn more about this bill here.

Restoring the American Dream For years, big government regulations have driven home costs through the roof, locking millions of Americans out of the American Dream.
This month, the House passed the Affordable HOMES Act to eliminate duplicative regulations and lower the cost of manufactured homes for hardworking families.
Supporting Victims of Crime The House unanimously passed H.R. 909, the Crime Victims Fund Stabilization Act, of which I am a proud cosponsor. This bill will strengthen state victim assistance programs, such as those at Child Advocacy Centers and domestic violence agencies, without spending taxpayer dollars. This is a commonsense win!

Holding the Iranian Regime Accountable This week, I joined a bipartisan group of dozens of my colleagues in sending a letter to Secretary of State Marco Rubio, encouraging the Trump Administration to carry out a foreign policy that supports the Iranian people in their struggle against the violent Iranian regime.
As Americans, we must support those fighting for liberty against the evil authoritarian regime in Tehran.

Investing in Kentucky Rural Health Care In late December, the Trump Administration allocated $212 million for Kentucky as a part of the Rural Health Transformation (RHT) program, which was established in the Working Families Tax Cuts.
I was proud to champion this program, which will provide funding to transform health care systems so that we can help assure the long-term sustainability of our rural health care providers for years to come. You can learn more about the RHT program here.

Getting Kentuckians Connected to Broadband This month, there was a huge update in the efforts to get all Kentuckians connected to fast and reliable broadband. On January 7th, the National Telecommunications and Information Administration’s (NTIA) approved of the Commonwealth of Kentucky’s Broadband Equity Access and Deployment (BEAD) Program proposal in full.
This historic $376.9 million investment in our Commonwealth will bring 86,400 unserved and underserved locations in the Commonwealth online. After years of burdensome requirements preventing the BEAD Program from connecting a single home, I look forward to these funds finally being utilized. As Chairman of the House Committee on Energy and Commerce, I will continue to work to streamline broadband permitting and ensure BEAD money is deployed quickly and efficiently across Kentucky and the nation.

Celebrating the 2025 Congressional App Challenge Winners I’m proud to announce the winning submissions for the 2025 Congressional App Challenge from Kentucky’s Second District! Each year, high school and middle school students have the opportunity to participate in the Congressional App Challenge, which enables them to develop a software application to solve real world problems.
I’m excited to report that out of nearly 60 submissions, this year’s winning app is WaterWise, an interactive AI-powered application designed to provide farmers with irrigation guidance, helping them save water, improve crop yields, and adopt more sustainable agricultural practices. You can read more about this year’s winners here.

Working to Deliver Reliable and Affordable Energy As Chairman of the House Committee on Energy and Commerce, one of my top priorities in 2026 is continuing our work to ensure Americans have access to affordable and reliable energy. In our first committee hearing of the year, our Subcommittee on Energy examined ways we can guarantee American leadership in nuclear energy to counter our adversaries like China and preserve access to affordable and reliable energy!
Our Energy subcommittee also held a hearing this week to examine legislation to bolster America's energy grid and protect our national security.
Improving Care for Our Seniors The House Committee on Energy and Commerce is working hard to develop real solutions to challenges facing our health care system. We recently held a hearing looking at legislation aimed at strengthening health care for America’s seniors.
Take a look at my opening statement from our hearing above!
Increasing Americans' Connectivity One of the roles my committee is tasked with is oversight over the Federal Communications Commission, or FCC.
This week, we held a hearing with the FCC commissioners to provide oversight and discuss ways Congress can work with the FCC to increase Americans’ connectivity.
Strengthening Emergency Communications Yesterday, our Communications and Technology Subcommittee held a markup to advance six public safety communications bills. These bills will ensure that our first responders have access to more reliable emergency communication technology and empower states to better upgrade their 9-1-1 systems by increasing coordination with the federal government.
